Hornbill Festival 2026: A First-Timer's Planning Guide
Quick answer: The Hornbill Festival 2026 is listed by Nagaland's Directorate of Tourism for 1 to 10 December 2026 at Kisama Heritage Village near Kohima. If you are coming for the first time, do four things in this order: pick your 2 to 4 festival days, book your stay near Kohima or Kisama now, apply for your Inner Line Permit (ILP) online at the official portal a week or two before you travel, and pack for cold nights. Everything else can be sorted once you arrive.
Last checked: 10 October 2026. Rules and dates can change, so confirm on the official sites linked below before you travel.
Please note: This is an unofficial guide written by HORNBILLAI STUDIO, a software and AI studio in Nagaland. We are not a government service and we do not issue permits or sell festival tickets. For permits, use only ilp.nagaland.gov.in. For festival information, use the Directorate of Tourism, Nagaland.
Why this guide exists
If you search for Hornbill Festival advice, you will find blogs that disagree with each other on basic things. Some say the ILP is waived during the festival. Some quote an old fee. Some say approval takes a week or more. Some print ticket prices that are not on any official page.
So we took a simple approach. Where a fact comes from an official source, we say so. Where we could not confirm it, we mark it check before travel. That way you know what you can rely on and what you should double check.

Step 1: Choose how many days you need
Most first-timers are happy with 2 to 4 days at the festival, plus a day on each side for travel. You do not need all ten days.
A simple way to decide
- 2 days: One day to find your feet in the arena and walk the morungs, one day to go deeper, eat well and shop for crafts.
- 3 to 4 days: Add a day trip from Kohima, for example the Kohima War Cemetery, a heritage village like Khonoma, or a nearby Angami village. See our places to visit in Nagaland for ideas.
- Longer: Combine the festival with a trek or a slower village stay. Leave buffer days because hill roads are slow.
Opening day or later?
1 December is also Nagaland's Statehood Day, so the opening is busy. Many travellers find the days after the opening easier to move around in. Daily programmes are released by the organisers, so check the Directorate of Tourism for the schedule (check before travel).
Step 2: Sort your permit (ILP) the official way
Nagaland requires an Inner Line Permit for visitors who are not indigenous inhabitants of the state. The only official online source is ilp.nagaland.gov.in.
For Indian (domestic) tourists
- Fee: Rs 200 per person, valid for 30 days, plus gateway charges.
- Time: About 4 hours if you apply during government working hours. Applications made after hours are usually processed the next working day.
- Documents: A recent passport-style photo and one ID listed on the portal's document checklist. Tourists do not need a guarantor, but you may be asked for a local contact.
Do not rely on blog claims that the ILP is "waived" during Hornbill week. We found no such notice on the official portal for 2026. Apply anyway, and keep a digital and printed copy (check before travel).
For foreign tourists
- Fee: Rs 500 per person, valid for 30 days.
- Protected Area Permit (PAP): Required. Apply through the government's e-FRRO system.
- Registration: Register with the Foreigners Registration Officer (FRO) within 24 hours of arrival.
In 2025 the PAP regime was relaxed for the ten festival days only. At the time of writing we have not seen an official relaxation for 2026, so plan to get your PAP (check before travel).

Step 3: Book your stay early
Rooms in Kohima and the villages close to Kisama fill up for the festival. If you have dates, book now.
Where to base yourself
- Kohima town: The most choice of hotels and guesthouses, plus food and evening events. You will need a ride to and from Kisama each day.
- Villages near Kisama (such as Kigwema and Jakhama): Homestays here are close to the venue, and some guests walk to the festival. You also get home-cooked Naga food and a quieter night.
- Festival campsites: Several private operators run tents around festival time. Read recent reviews and confirm what is included.

Questions to ask before you pay
- Is the bathroom attached or shared?
- Are extra blankets or a heater available?
- Are meals included, and at what times?
- How far is it from Kisama, and how do guests usually get there?
- What is the cancellation policy?
Pay only through a channel you trust, and be careful with "festival packages" that promise permits or passes. The ILP is issued only by the government portal and authorised offices.
Step 4: Getting there
Here is how to reach the festival from outside Nagaland.
Reaching Nagaland
Dimapur is the main gateway, with the state's airport and its main railway station. Many travellers also connect through Guwahati.
Dimapur to Kohima
The road from Dimapur climbs into the hills to Kohima. Most travellers report around 3 hours, but festival traffic and roadworks can stretch this (check before travel). Shared taxis and private cabs both run this route. Try to travel in daylight.
Kohima to Kisama
Kisama is roughly 12 km from Kohima on the highway south of town. Taxis and shared vehicles run during the festival, and some stays arrange transport. Plan your ride back before evening, because finding a vehicle late can be harder (check before travel for any official shuttle).
Step 5: What to carry
December in the Naga hills usually means clear days and cold nights. Pack layers rather than one heavy coat.
Hornbill Festival packing checklist
- ILP printout and digital copy (plus PAP and passport for foreign visitors)
- The original ID you used for your ILP
- Warm layers: thermal, fleece or sweater, a warm jacket
- Woolly hat, socks and light gloves for evenings
- Comfortable walking shoes with good grip
- Cash in small notes, as card and UPI can be patchy at stalls
- Power bank and charging cable
- Reusable water bottle
- Small daypack
- Basic medicines and any personal prescriptions
- Sunscreen and lip balm
- A rain layer, just in case
- Your stay's address and phone number written down
Step 6: Be a good guest
The festival is a celebration of living cultures, not a stage set. A little care goes a long way.
- Ask before you photograph people, especially elders and performers outside the arena.
- Respect the morungs. Each one belongs to a tribe. Follow any signs and ask if you are unsure.
- Try the food, but ask what it is. Naga cuisine often uses smoked meats, fermented bamboo shoot and very hot chillies.
- Buy crafts directly from artisans where you can.
- Carry your rubbish out and use the bins provided.
Your first-timer checklist (in order)
- Confirm the dates on the Directorate of Tourism site.
- Choose your 2 to 4 festival days.
- Book your stay near Kohima or Kisama.
- Book travel to Dimapur (or via Guwahati).
- Apply for your ILP on ilp.nagaland.gov.in. Foreign visitors: apply for PAP via e-FRRO.
- Arrange Dimapur to Kohima transport.
- Check the official site for the daily programme and ticket information.
- Pack using the list above.
- On arrival, foreign visitors register with the FRO within 24 hours.
- Save offline copies of everything.
